Situation

Desire for redevelopment but lack of insight

At a student accommodation site in Delft, plans were being considered to redevelop part of the existing car park into additional housing. The organisation suspected that parking pressure was low due to the student population, but faced municipal requirements: a minimum number of spaces per dwelling had to be maintained. Without concrete data, it was difficult to prove that the existing spaces were not fully used. At the same time, there was a need to give residents an easy way to receive visitors on site.

Solution

Smart access with data driven insights

The site opted for the Park-R Base module combined with entry and exit cameras. Although no real time counting was activated, all entry and exit data is stored for analysis. Each resident received access to the Park-R app, allowing them to manage their licence plate or register family visits. Only residents with their own vehicle could activate their licence plate. This prevented uncontrolled use while keeping the system flexible for occasional visitors.

The collected data now forms the basis for demonstrating to the municipality and policymakers how many parking spaces are actually in use, and therefore how much space could potentially be repurposed for additional housing.

Result

User friendly access with data that drives decisions

With Park-R, the property manager in Delft now has a manageable solution for parking while at the same time gaining valuable insights for future redevelopment. Residents face little friction: reservations and management can be handled directly through the app. Meanwhile, the manager has a clear overview of who was present and when, providing crucial data to support policy decisions.
