Situation

Control over parking demand and sustainable mobility policy

A vocational college in Twente faced a policy challenge: how do you objectively demonstrate how many parking spaces are truly needed? And how do you encourage sustainable mobility in a region where cycling is the natural choice? With limited space and pressure from both the board and the municipality to reduce parking demand, there was a clear need for hard data on the actual use of the car park.

Solution

Data as the foundation for policy and dialogue with the municipality

At this site, Park-R was used as a smart data collector — not for access or entry control, but purely as a measurement tool. With licence plate recognition, it accurately records when and how often the car park is used. In the first phase, data was exported and processed manually. The aim was to provide objective evidence for both municipal policy and internal decision making.

The organisation is now looking at Park-R’s reporting module, which can generate real time charts and overviews directly within the platform, removing the need for manual processing. This makes it easier to support policy requests with up-to-date figures.

Result

Supporting policy decisions with real time data

Although there is no access control or reservation system in place, Park-R plays a crucial role in underpinning policy decisions. The system provides insight into usage patterns, peak times and occupancy rates. This allows discussions with stakeholders, such as the municipality or the board, to be based on facts rather than assumptions.
